It's funny watching the elements come together in this complicated scam. On one hand, the set-up isn't quite as complex as it seems, but there's an easy sense of fun in every exchange.

Bubble (the driver) and Squeek (his taxi) wind up being terrified by Colonel Rat (a rat) in an abandoned house in this nice Halloween (or perhaps Guy Fawkes Day) cartoon. Producer George Moreno Jr. had worked as an animator for Lantz and Fleischer before the War. Afterwards, he settled in London and ran his own studio. Mostly he did commercials and comics, but he did this series for British Pathe.... five cartoons in all. This one is amusing, with lots of wild chaotic action and a willingness, by director Harold Mack, to indicate low light levels by freely mixing color and black and white, and to show Bubble and Squeek moving through a pitch black house. As a producer, Moreno was doubtless happy to save money on background art, but it's an interesting and effective move away from the Disney-style, "candybox" art that helped made cartoons incredibly expensive.
